Procedure for Consideration of Planning Applications

At the discretion of the Chairman, the following procedure will apply to the consideration of planning items:-

 

*           Planning Officer presents reports.

 

*           Comments invited from members of the public who have registered with the Governance Support Section (01279 446057) at least 24 hours in advance of the meeting, as follows:

 

-           3 (maximum) against an application.     

                        -           3 (maximum) for an application.

                        -           each speaker is limited to 3 minutes (maximum).

 

*           Comments invited from the applicant/agent for a maximum of 3 minutes (who has also given at least 24 hours notice to the Governance Support Section) of their wish to speak.

 

*           Councillors’ questions and clarifications.

 

*           Officers respond to the technical planning questions raised as directed by the Chairman.

 

*           Councillors debate and make a decision.

Minutes:

The Committee received a report on the planning application for ground floor and first floor extensions.  Should the application be approved, members of the Committee were asked to consider an additional condition requiring the first floor rear windows to be non-opening and obscured glazed.

 

Presentations were received from three objectors and the applicant.

 

RESOLVED that planning permission is GRANTED subject to the Standards Conditions and Informative Clauses as detailed in the report plus:

 

4.         The windows at first floor level in the rear elevation shall be non-opening below 1.8 metres from the floor of the room in which the windows would be installed and glazed with obscured glass and thereafter shall be permanently retained in that form.

 

            REASON: To protect the privacy of the adjoining property and prevent overlooking in accordance with Policy BE1 of the Adopted Replacement Harlow Local Plan 2006 and Section 4.12 of the Harlow Design Guide SPD 2011.

A presentation was received from the applicant’s agent.
