Procedure for Consideration of Planning Applications

At the discretion of the Chair, the following procedure will apply to the consideration of planning items:-


*           Planning Officer presents reports.


*           Comments invited from members of the public who have registered with the Governance Support Section (01279 446057) at least 24 hours in advance of the meeting, as follows:


-           3 (maximum) against an application.      

                        -           3 (maximum) for an application.

                        -           each speaker is limited to 3 minutes (maximum).


*           Comments invited from the applicant/agent for a maximum of 3 minutes (who has also given at least 24 hours notice to the Governance Support Section) of their wish to speak.


*           Councillors’ questions and clarifications.


*           Officers respond to the technical planning questions raised as directed by the Chairman.


*           Councillors debate and make a decision.



RESOLVED that the procedure for the consideration of planning applications is noted.

The Committee received a report on the planning application for proposed single and two storey rear extensions.


Presentations were received from the applicant and an objector to the proposals.


RESOLVED that planning permission is GRANTED subject to the Conditions and Informatives as detailed in the report.


HW/FUL/16/00249 - Harlow Cricket Club, Chippingfield pdf icon PDF 892 KB


Following deferment of the retrospective planning application for the applicant and objector to negotiate a mutually acceptable way forward (minute 26, 14/9/16 refers), the Committee received a further report on the application for the erection of cricket nets within the cricket ground, for the purpose of practicing cricket skills. 


The Committee was disappointed to learn that a mutually acceptable resolution had not been found and received two presentations.  One presentation from an objector and one from a representative of the Cricket Club.


RESOLVED that planning permission is REFUSED for the following reasons:


“The development fails to relate to its setting or to strengthen, enhance, protect or create local character; has a negative impact on the amenity of 78 High Street; and has a harmful impact on and therefore fails to preserve or enhance the character of the Conservation Area. 


The proposal is considered contrary to policies BE1 and BE10 of the Adopted Replacement Harlow Local Plan.”
