RESOLVED that the minutes of the meeting held on 17 January 2018 are agreed as a correct record and signed by the Chair.

Procedure for Consideration of Planning Applications

At the discretion of the Chair, the following procedure will apply to the consideration of planning items:-


*           Planning Officer presents reports.


*           Comments invited from members of the public who have registered with the Governance Support Section (01279 446057) at least 24 hours in advance of the meeting, as follows:


-           3 (maximum) against an application.      

                        -           3 (maximum) for an application.

                        -           each speaker is limited to 3 minutes (maximum).


*           Comments invited from the applicant/agent for a maximum of 3 minutes (who has also given at least 24 hours notice to the Governance Support Section) of their wish to speak.


*           Councillors’ questions and clarifications.


*           Officers respond to the technical planning questions raised as directed by the Chair.


*           Councillors debate and make a decision.



RESOLVED that the procedure for the consideration of planning applications is noted.

The Committee received a report on the planning application for the erection of 136 residential dwellings.


RESOLVED that planning permission is GRANTED subject to the Conditions and informative Clauses as set out in the report.

The Committee received a report on the planning application for a change of use from the existing ground floor retail Class A1 (former newsagents) to restaurant use Class A3.


The Committee noted that the restaurant opening hours had been amended by inserting “and Saturdays” after “weekdays” in proposed Condition 4.   


RESOLVED that planning permission is GRANTED subject to:


(a)  the Conditions as set out in the report, subject to the amendment of Condition 4 to include proposed restaurant opening hours on a Saturday.  For the avoidance of doubt Condition 4 to read:


‘The proposed restaurant shall only be open to the public between the hours of 8am and 11pm on weekdays and Saturdays, and 10am and 10.30pm on Sundays and public holidays.’


(b)  The Informative Clause as set out in the report.
