Minutes:

Both Councillors Tony Edwards and Phil Waite declared a non-pecuniary interest in agenda item 7 (Bushey Croft) as Ward Councillors.

 

Councillor Jean Clark declared a non-pecuniary interest in agenda item 9 (Herons Wood) as a Ward Councillor.

Procedure for Consideration of Planning Applications

At the discretion of the Chair, the following procedure will apply to the consideration of planning items:-

 

*           Planning Officer presents reports.

 

*           Comments invited from members of the public who have registered with the Governance Support Section (01279 446057) at least 24 hours in advance of the meeting, as follows:

 

-           3 (maximum) against an application.      

                        -           3 (maximum) for an application.

                        -           each speaker is limited to 3 minutes (maximum).

 

*           Comments invited from the applicant/agent for a maximum of 3 minutes (who has also given at least 24 hours notice to the Governance Support Section) of their wish to speak.

 

*           Councillors’ questions and clarifications.

 

*           Officers respond to the technical planning questions raised as directed by the Chair.

 

*           Councillors debate and make a decision.

The Committee received a report, which included an update on the representations received, on a planning application for the development of 16 affordable homes, comprising of 6 two-bedroom and ten three-bedroom houses, on land between Bushey Croft and Rushes Mead.

 

Presentations were received from the applicant’s agent, and three objectors.   Councillor Eugenie Harvey spoke in favour of the application.

 

RESOLVED that planning permission is GRANTED subject to the Informative Clauses and Conditions as detailed in the report, subject to the amendment of Condition 4 to read:

 

4. No demolition or construction work shall be undertaken outside of the hours of 7.30 to 18.30 Monday to Friday and 8.00 to 13.00 on a Saturday.  No work shall be carried out on a Sunday or public/bank holiday.

 

     REASON: In the interest of protecting nearby residential amenity, in accordance with Policy BE17 of the Adopted Harlow Local Plan 2006.
