(a)       Vehicle Age Condition for Hackney Carriage Issues

(Minute 20 Refers)

 

Cabinet had agreed this Committee’s recommendation to discontinue the policy which had required Hackney Carriage vehicles to be replaced once they were 12 years old.

 

In view of this it was noted that standards for vehicle testing were being reviewed to ensure that older vehicles complied with emissions conditions.  The review was due to be completed by the end of the municipal  year.

 

RESOLVED that the review of conditions for compliance testing is reported to a future meeting of this Committee.

Minutes:

The Committee received its proposed Work Plan for 2014/15 and commented on future items for the Committee’s consideration.

 

It was noted that Essex County Council were in the process of amending signage to allow Private Hire vehicles to use bus lanes in Harlow.  A report would be submitted to this Committee once this had been completed.  In the meantime, Private Hire vehicles were precluded from using these bus lanes.

 

The Committee was concerned to note that there was currently a proliferation of people employed by charitable organisations approaching shoppers in the town centre for charity donations (so called ‘chuggers’).  As there was no current legislation to ration their numbers, the Environment and Licensing Manager undertook to contact the organisations involved in the practice, in the expectation that they would be sympathetic to the Committee’s views and limit the numbers voluntarily. 

 

Given the link between alcohol licensing and demands on local hospitals from alcohol consumption, there had been a standing item on the Work Plan to receive quarterly reports on statistical data from the NHS (Minute 40, 22/1/13 refers).  However, since the Committee had received an initial presentation from a public health specialist, there had been structural changes within the NHS leading to a break in communication with the Council.  The Environment and Licensing Manager would investigate the feasibility of reinstating appropriate links and report to the January meeting of this Committee.      

 

RESOLVED that

 

(a)       the Committee’s Work Plan is noted;

 

(b)       the ‘Use of Bus Lanes in Harlow’ report is allocated to the January 2015 meeting of this Committee;

 

(c)        the standing item ‘Quarterly Reporting of Statistical Data from NHS’ is allocated to the January 2015 meeting of this Committee.

The Committee received a report on the proposed Food Service Plan for 2014/15, which was an Environmental Health team plan to ensure compliance with the Food Safety Act 1990.

 

The Committee recorded its appreciation for all the hard work and efforts of the staff to ensure that, despite being a small team, food safety safeguards continued to be provided for residents.

 

RESOLVED that the Food Service Plan 2014/15, as presented at Appendix 1 of the report, is noted and approved.

The Committee received a report on proposed increases to the Hackney Carriage and Private Hire licensing fees, which would be published for consultation before being submitted to Full Council for consideration.  It was noted that the current fees and proposed fees in Appendix 1 of the report should have been headed up as being for 2014/15 and 2015/16 respectively; and that the final band for Private Hire Operator basic and  vehicle licence fees should be for “thirty vehicles and above”.

 

This Committee would consider any representations received by the end of the consultation period, prior to recommending the fees to be set at the Council meeting in February 2015.

 

RESOLVED that

 

(a)       the advertisement of the proposed fees for Hackney Carriage and Private Hire licensing for 2015/16, as set out in Appendix 1 of the report, is approved;

 

(b)       in the absence of any representation, it is Recommended to Council that the proposed fees set out in Appendix 1 of the report (as amended) be adopted.
