Minutes:

The Committee received its proposed work plan for the current municipal year.

 

Further to Minute 35(b) (20/1/15), it was noted that the quarterly reporting of NHS statistical data had still not materialised, due to the disruption of communication lines with Essex County Council from a public health re-organisation.  The Committee was reluctant to abandon this particular initiative at this stage and asked Officers to pursue re-establishment of the link.

 

Whilst there were no problems at present, the Committee was keen to ensure that the use of Uber would not become an issue in the town.  Uber was a transportation network company, which allowed consumers with a mobile app to book taxis.  Officers were requested to monitor the use of Uber in Harlow.

 

            RESOLVED that

 

(a)       the Work Plan is noted;

 

(b)       Officers are requested to pursue the re-establishment of links with Essex County Council (with a view to quarterly reporting of NHS statistical data), but if none were forthcoming by the end of the current municipal year the Committee to reassess the situation;

 

(c)        Officers are requested to monitor the use of Uber in Harlow.

As the Council was required to review and republish its Gambling Act Licensing Policy every three years, the Committee received a report on the proposed consultation to be undertaken, prior to the reviewed policy being submitted to Full Council for adoption by January 2016.

 

The Committee would receive a report on the result of the consultation at the end of the 12 week consultation period.

 

Whilst new classes of gaming machines had been introduced by the Gambling Act, the Committee noted that the various gaming machine categories were not displayed on individual machines.  It was agreed that, as part of the consultation response, the Gambling Commission should be requested to consider introducing an obligation for all gaming machines to display their machine category.   

 

            RESOLVED that

 

(a)       the proposed replacement Gambling Act Licensing Policy, as attached at Appendix 1 of the report, is issued for consultation;

 

(b)       a further report is submitted to the November 2015 meeting of this Committee, setting out any representations received from the consultation;

 

(c)        as part of the consultation response, the Gambling Commission is requested to consider introducing an obligation for all gaming machines to display their individual machine category.

Implementation of the Deregulation Act: Taxi Licensing pdf icon PDF 38 KB

The Committee received a report on the proposed implementation of the Deregulation Act 2015.  The 2015 Act amended the Local Government (Miscellaneous Provisions) Act 1976 by extending the licensing period for which licensing authorities could issue drivers’ and operators’ licences.  Currently, such licences needed to be renewed annually, whereas the Act allowed the issue of three and five year licences for drivers and operators respectively. 

 

The Committee considered the proposals, which would form the basis of the proposed consultation with representatives of the licensed trade.

 

            RESOLVED that

 

(a)       consultation on the proposals, as set out in paragraphs 13 to 18 of the report, is approved;

 

(b)       a further report setting out the outcome of consultation is presented to a future meeting of this Committee.

In line with its decision to receive an annual report from the Licensing Sub-Committee (Minute 10, 8/7/14), the Committee received a report summarising the Sub-Committee’s decisions made during the period 1 April 2014 to 31 March 2015.

 

            RESOLVED that the report is noted.
