Petition: Child Safety Exploitation Training for Private Hire Drivers pdf icon PDF 29 KB

A petition had been received containing 97 signatures from members of the Harlow Private Hire Association, who did not support the introduction of compulsory Child Safety Exploitation training courses for private hire drivers and who were concerned about the lack of consultation from the Council with the trade regarding its introduction.


The Committee received a presentation from the petition organiser.


The Chairman drew attention to the fact that the petition had misrepresented the training as Child Safety Exploitation, rather than the actual Child Sexual Exploitation training which had been made compulsory.


The Committee went into private session to discuss information relating to an individual and resolved to exclude the press and public on the grounds that it involved the likely disclosure of exempt information as specified under Paragraph 1of Part 1 of Schedule 12A of the Local Government Act 1972. 


The Committee returned to open session and it was:

In line with Minute 10, 8/7/14, the Committee received the Licensing Sub-Committee’s annual report summarising its decisions for the 2015/16 municipal year.  


            RESOLVED that the report is noted.


Temporary Driver Licensing Measures Pending Resolution of DBS Service Issues pdf icon PDF 33 KB

The Committee received a report on the proposed introduction of temporary measures for issuing renewed driver licences, in cases where the applicant had been unable to supply the required enhanced disclosure certificate because of delays by the Disclosure and Barring Service; and provisions in the Immigration Act 20016 which effect licensed drivers and operators who are subject to immigration controls.


The Committee agreed that individuals should not be penalised for circumstances outside of their control and that lee-way should be given, for a limited period, to allow applicants time to obtain DBS disclosure certificates (where this did not put public safety at any significant risk). 


RECOMMENDED TO COUNCIL that, where an applicant has been unable to obtain a DBS disclosure certificate due only to delays in DBS service:


(a)       for a period of six months the Council issues temporary licences of one month’s duration, as set out at Paragraph 11 of the report;


(b)       for a period of six months the Council issues temporary licences that will expire on the third anniversary of the issue of an existing DBS certificate, as set out at paragraph 12 of the report.


(C)       the effect of the Immigration Act 2016, as set out at paragraphs 5 and 13 of the report, are noted.

(a)       Television Programme  - Louis Spence: Taxi Driver


In response to a query from a member of the Committee, it was confirmed that the TV personality Louis Spence, had been formally issued with a private hire driver licence for his appearance as a Harlow cab driver in the above television programme.
