Appointment of Chair

To appoint a Chair for this meeting.

Minutes:

RESOLVED that Councillor Lanie Shears is elected as Chair for the meeting.

Councillors’ declarations of interest (if any) in relation to any items on the agenda.

Minutes:

Councillor Bill Pryor declared a non-pecuniary interest as he knew the applicant by sight.  With the agreement of the applicant, the meeting was adjourned to find a replacement for Councillor Pryor, who had withdrawn himself from the proceedings. 

 

The meeting was reconvened at 8.30pm, with Councillor Hulcoop as the third member of the Sub-Committee.  She had no declarations of interest.

The Chair will move that the following item be taken in private session on the grounds that it is likely to involve the disclosure of exempt information as specified under Paragraph 1 of Part One of Schedule 12A of the Local Government Act 1972, if and so long as in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing information.

The Sub-Committee received a report on an application for a private hire driver’s licence and considered all the documentation (including a tabled document and three separately circulated character reference letters) to determine the case in accordance with the provisions of the Local Government (Miscellaneous Provisions) Act 1976.

 

Having carefully considered all the evidence presented by the officer from the Licensing Department, the applicant, the applicant’s legal representative and his two witnesses it was:

 

RESOLVED that

 

(a)  the applicant is deemed to remain a ‘fit and proper’ person to hold a Hackney carriage driver licence;

 

(b)  an advice letter be provided to the applicant.
