RESOLVED that the Business Case submitted by HTS (Property & Environment) Ltd (‘HTS’) be accepted in the sum of £578,352 for works to replace boilers within Mead Park Depot.
To enable the Council to enter a formal contract for the replacement of boilers at Mead Park Depot in accordance with Contracts Standing Orders.
A To mitigate the risk of equipment failures and associated service interruption, works to replace the aging existing heating systems at Mead Park Depot are considered essential.
B Alternative procurement options for commissioning the necessary works have been considered, including an open competitive tender, however for the following reasons Officers have elected to procure the works via HTS utilising the established ‘Business Case’ process:
· HTS maintain the existing M&E installations at Mead Park Depot and as the occupational tenant of the property they have a significant vested interest in the success of the project;
· The main services contract between the Council and HTS requires Officers to consider HTS for capital works;
· HTS have an established supply chain for commercial boiler replacements and a track record in delivering similar projects; and
· HTS’ Business Case process includes an element of competitive market testing through the tendering of sub-contractor works packages.
