RESOLVED that:
A The Council enters into an eighteen month contract via Crown Commercial Services Framework 6232 with the contractor to deal with all aspects of lettings management, act as a registered provider for the purposes of the Councils housing allocation policy and manage repairs and maintenance.
B Any contract entered into is capable of transferring to an LLP controlled by the Council.
C The LLP reports key performance indicators, including rent levels set by the market to Cabinet.
An experienced management operator must be appointed pursuant to the Full Council decision, and to ensure that the site is fully allocated and generating maximum rents to support any private funding.
Recommendations A and B meet the requirements of the Council report. The initial contracting period allows the council to consider alternative future options which may include resourcing in whole or part using HTS Group, should it be deemed prudent and advantageous to do so. Officers consider that this solution provides ongoing options to the Council whilst bringing the building into use.
