Resolved that the Portfolio Holder:

A    Approved theDraft Health Impact Assessment SupplementaryPlanning Document(as setoutatAppendixA tothereport),to enableit tobe published for thepurposesofconsultation underSection12(b) of TheTown andCountry Planning(Local Planning) (England) Regulations 2012(as amended).

B    Delegated authority to the Interim Head of Planning and Building Control to make and approve any minor or inconsequential amendments to the Draft Health Impact Assessment Supplementary Planning Document arising from the statutory consultation.

A    To approve the Draft Health Impact Assessment Supplementary Planning Document for consultation for a minimum period of four weeks under Regulation 12 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended). To take into account the Summer period and to ensure greater engagement, the consultation period may be extended for a further two to four weeks longer than the legal statutory consultation period.

B    To meet the legal requirements of developing and adopting a Supplementary Planning Document (SPD).

Do not prepare a Supplementary Planning Document for Health Impact Assessments and rely on the Essex Design Guide to provide guidance. This would not provide further guidance on Harlow Local Plan Policy and would not bring all appropriate information together.
