The 29 January 2015 meeting of Cabinet has asked the Committee to:
A Community Engagement:
Review the concept, objectives and best practice for community engagement and to make proposals to Cabinet on the following:
1. How the Council should define community engagement.
2. What the Council’s objectives for community engagement should be.
3. How the Council’s objectives for community engagement should be pursued within the reducing resources available to the Council.
4. How the Council should identify and evaluate its performance against its objectives for community engagement.
5. How the Council should communicate its performance against its objectives for community engagement to the community.
B Service User Engagement:
Review the concept, objectives and best practice for service user engagement (with a particular focus on housing services) and to make proposals to Cabinet on the following:
1. How the Council should define service user engagement.
2. What the Council’s objectives for service user engagement should be.
3. How the Council’s objectives for service user engagement should be pursued within the reducing resources available to the Council.
4. How the Council should identify and evaluate its performance against its objectives for service user engagement.
5. How the Council should communicate its performance against its objectives for service user engagement to the community.

A The referral from Cabinet on the LGA Peer Challenge 2014, including the proposed terms of reference for the reviews of community engagement and service user engagement, is noted
B Scoping reports for the reviews be received at the March 2015 meeting of the Committee.

A Notes the findings of the LGA Corporate Peer Challenge as detailed in the feedback letter attached as Appendix A of the report submitted.
B Asks the Scrutiny Committee to conduct a review into two of the key themes highlighted by the Challenge, with terms of reference as detailed in Appendix B of the report submitted.

The Cabinet received a report that advised of the outcome of the recent LGA Corporate Peer Challenge and proposed measures for how the Council might add value to the Challenge’s findings.
