Licensing Committee recommended to Full Council that:
A Private Hire Vehicle Licensing Conditions be amended to require private hire vehicles to display roof signs; and
B The specification for roof signs displayed by licensed private hire vehicles, be delegated to the Environment and Licensing Manager in consultation with the Chair and Vice-Chair of the Licensing Committee.

Further to Minute 43 (15/3/18), the Committee received a report on the result of the consultation on whether roof signs should be permitted on private hire vehicles.
The Committee felt that appropriate roof signs would be a safety feature for customers; and did not believe that there would be confusion with the hire trade, particularly as in Harlow, Hackney Carriages were required to be purpose built London cabs, which were easily identifiable.
RECOMMENDED TO COUNCIL that
(a) Private Hire Vehicle licensing conditions be amended to require private hire vehicles to display roof signs;
(b) the specification for roof signs displayed by licensed private hire vehicles, be delegated to the Environment and Licensing Manager in consultation with the Chair and Vice-Chair of the Licensing Committee.
