Decision:

RESOLVED that Contractor A from the report submitted is awarded a contract to deliver welfare rights and advice services for a period of three years from 1 April 2014 at £90,000 per annum subject to paragraph 10 from the report submitted.

Minutes:

The Cabinet received a report summarising the outcome of a tender for the provision of a welfare rights and advice service for Harlow.

 

Proposed by Councillor Jean Clark (seconded by Councillor Mark Wilkinson) Cabinet:

 

RESOLVED that Contractor A from the report submitted is awarded a contract to deliver welfare rights and advice services for a period of three years from 1 April 2014 at £90,000 per annum subject to paragraph 10 from the report submitted.

RESOLVED that:

 

A     Approval is granted for the establishment of a new Asset Management Services Framework Agreement to be awarded to Contractor A.

 

B     A three year contract is called-off under the terms of the Framework Agreement, subject to formal contract.

RESOLVED that the following works packages are awarded to Kier Harlow Ltd through the SCAPE Procure National Minor Works Framework and that separate contracts are entered into for each activity, subject to clarification and agreement on the terms and conditions for works not exceeding the values set out below:

 

a) Damp, Structural Works & Related Assets £540,000

b) Disabled Adaptations £900,000

c) Internal Modern Homes Area 1 £1,563,000

d) Internal Modern Homes Area 2 £1,548,000

e) Heating & Electrical Works £960,000

f) Health and Safety Work £289,000

 

TOTAL £5,800,000

The Cabinet received a report proposing a number of works packages to be awarded for improvements to the Council’s housing stock.

 

Proposed by Councillor Mark Wilkinson (seconded by Councillor Phil Waite) Cabinet:

Decision:

RESOLVED that this matter is deferred, pending a further report to the next meeting of the Cabinet.

Minutes:

The Cabinet received a report proposing ways the Council could reduce some types of advertising in the street scene.

 

The Cabinet discussed the report submitted, but asked that further information on the options for applying the recommended policy of minimising avoidable street advertising be provided, before a final decision is made.

A     A formal planning application is submitted for an off-road parking scheme at Tendring Road (east).

 

B     Affected residents be informed of the results of the public consultation on the proposed Tendring Road parking scheme and the next steps.

Minutes:

The Cabinet received a report from one of its Overview Working Groups proposing a new off-road parking scheme along Tendring Road, in the Bush Fair Ward. The Leader of the Council offered his thanks to the Community, Citizenship, Regeneration and Environment Overview Working Group for its review.

Decision:

RESOLVED thatCabinet approves the annual awards from the four year Framework Agreements for the supply, installation, replacement and improvements to tenants homes featuring windows/doors, kitchens, bathrooms, heating systems, boilers and electrical works to the following service providers:

 

(a) Contractor A in the sum of £5,286,431 (Lot 1)

(b) Contractor B in the sum of £1,505,294 (Lot 1)

(c) Contractor C in the sum of £1,825,087 (Lot 1)

(d) Contractor D in the sum of £4,895,415 (Lot 2)
