Membership of Cabinet Overview Working Group 2014/15

To consider a change to the membership of the Overview Working Group.

Decision:

RESOLVED that Councillor Ian Beckett is appointed as Vice Chairman of the Cabinet Overview Working Group, replacing Councillor Dennis Palmer.

Minutes:

The Leader of the Cabinet announced a minor amendment to the membership of the Cabinet Overview Working Group.

RESOLVED that Councillor Ian Beckett is appointed as Vice Chairman of the Cabinet Overview Working Group, replacing Councillor Dennis Palmer.

Decision:

RESOLVED that the most economically advantageous tender submitted by Contractor A from the report submitted is accepted “subject to formal contract and leaseholder consultation” for asbestos removal and associated works.

The Cabinet received a report that summarised the results of a tender exercise for an asbestos management contractor.

RESOLVED that the most economically advantageous tender submitted by Contractor A from the report submitted is accepted “subject to formal contract and leaseholder consultation” for asbestos removal and associated works.

RESOLVED that:

 

A     The whole of the Harlow District be made subject to additional licensing of Houses in Multiple Occupation, for five years from 1 April 2015.

 

B    The Head of Governance be authorised to make the necessary designation.

 

C    The additional licensing scheme adopted to be as set out in the consultation document attached at Appendix 1, with the exception that no fee shall be charged for variations of licences. The Council’s Fees and Charges policy thenceforward to apply.

 

D    The Chief Operating Officer be authorised to make necessary operational arrangements and minor and consequential amendments to the scheme in accord with the legislation and prevailing Council policy.

 

E     The effectiveness of the scheme be monitored and evaluated over the period of its operation and a further report be submitted to Cabinet in 2018/19 to allow for determination of the appropriate course of action on expiry of the designation in 2020.

The Cabinet received a report that proposed a licensing scheme of all Houses in Multiple Occupation in Harlow.

 

Proposed by Councillor Mark Wilkinson (seconded by Councillor Jean Clark) Cabinet:

 

RESOLVED that:

 

A     The whole of the Harlow District be made subject to additional licensing of Houses in Multiple Occupation, for five years from 1 April 2015.

Decision:

RESOLVED that:

 

A     Cabinet approves the Licensing Committee’s recommendation to cease the policy of requiring Private Hire drivers to subject themselves to in-service drugs testing.

 

B    Cabinet recommends to Council that no fee be collected in respect of drugs testing in relation to Private Hire licences granted in 2014/15, or henceforth.

 

C    Cabinet recommends to Council that Private Hire Licensing fees set at Full Council on 6 February 2014 for 2014/15 be confirmed, subject to an amendment to account for the decision at (B).

The Cabinet received a report that proposed an amendment to the Council’s policy of requiring random drug tests of Private Hire drivers and charging a corresponding fee.

RESOLVED that the existing policy requiring certain licensees to replace their vehicles with completely new ones, once their existing Hackney Carriage vehicles have reached 12 years old, be discontinued.

The Cabinet received a report from the Licensing Committee proposing an amendment to the Council’s policy on vehicle age conditions for Hackney Carriage licences.
