Condemnation of Discriminatory Comments Proposed by Councillor Danny Purton (seconded by Councillor Mike Danvers):
“This Council condemns the racist language and incitement to aggression against Councillor Waida Forman by the leaders of the campaign against Travellers and offers the full support of the Council to any Councillor coming under such attacks. We call on all local political leaders to disassociate their organisations from those indulging in discriminatory rhetoric that only serves as cover for such racist attitudes.” Minutes: Proposed by Councillor Danny Purton, seconded by Councillor Mike Danvers it was moved that:

The amendment was lost.

Refugee Crisis Proposed by Councillor Phil Waite (seconded by Councillor Jon Clempner):
“This Council notes with horror and deep concern, the growing refugee crisis which has developed.
As a major world economy, it is shameful that we as a nation are not committing to do more to support and safeguard people in their attempts to survive a war zone.
The Council notes that other European countries are showing the humanitarian approach to this crisis we expect, and calls on the Government to recognise the humanitarian need and to make available the appropriate funding and resources to provide a safe haven
Harlow Council commits to playing its part to help and support refugees from conflict zones who arrive in the Town and recognise that they have a right to be safe from persecution and become part of our community.” Minutes: Proposed by Councillor Phil Waite, seconded by Councillor Jon Clempner it was moved that:

The below references replace those that were included in agenda item 9a when the agenda was published. Councillors are asked to note that a statutory notice period (as explained in paragraph 8) will need to be observed following any decision on a change to fees. Therefore, the interim arrangement as set out at paragraph 14 of the original report to Licensing Committee will be necessary.
Licensing Committee recommend to Council that:
i. the fees for three year Hackney Carriage and Private Hire drivers’ licences and renewals and five year Private Hire Operators’ licences and renewals as set out in Appendix 1 of the original report to Licensing Committee be adopted following the statutory notice procedure;
ii. all other proposed fee changes as set out in Appendix 1 of the original report are adopted from 1 April 2016, following the statutory notice procedure; and
iii. the proposals on licences of shorter duration, record keeping for subcontracted bookings and on refunds, as set out at Appendix 2 to the report, be adopted as Council policy and to be licence conditions as appropriate.
iv. the interim approach to licensing proposed at paragraph 14 of the report be adopted if required. Additional documents:

(i) The revised Housing Capital Programme outturn at Quarter One, as set out in the original report to Cabinet.
(ii) The inclusion of four new business cases in the Non Housing Capital Programme totalling £107,000, as outlined in paragraph 28 of the original report to Cabinet. Minutes: The above Cabinet meeting recommended to Council that:
