Communications from the Chair Minutes: Councillor Maggie Hulcoop, Vice Chair, explained that she would be Chair for the meeting as Councillor Sue Livings is unwell. She informed Council that a get well soon card had been sent to Councillor Livings on behalf of all her colleagues. She advised that Councillor Livings had asked for her to wish everyone a very happy Christmas and a prosperous new year.
Councillor Hulcoop then advised that she had attended the Islamic Centre for the Awards evening. She enjoyed the evening and explained that this was the third consecutive year that the Islamic Scouts had won.
She also attended the Harlow Education Awards and said what a great event it was and how it makes her pride to see the youth of Harlow acknowledged in this way.
She also attended the launch of the Action for Family Carers website. She encouraged her colleagues to view the website as many of the young carers had contributed their ideas to the site. https://affc.org.uk/services/young-carers
She ended by confirming that, following a Development Management Meeting, Councillors had voted unanimously in favour of Public Health England. She said it was very exciting news for Harlow and that the people of Harlow should benefit from this in the future.
Finally she asked Councillors, if they could spare some time during January and February to volunteer as the Churches across Harlow are opening their doors in the evening to accommodate the homeless. |

Cabinet recommended to Full Council that following the results of the consultation process, the 2018/19 Local Council Tax support Scheme is amended with effect from 1 April 2018 as follows:
(i) Accept documentation from the Department of Works & Pensions as an intention to claim Council Tax Support.
(ii) Disregard the new Bereavement Support payments for working age applicants.
