Procedure for Consideration of Planning Applications At the discretion of the Chair, the following procedure will apply to the consideration of planning items:-
* Planning Officer presents reports.
* Comments invited from members of the public who have registered with the Governance Support Section (01279 446055) at least 24 hours in advance of the meeting, as follows:
- 3 (maximum) against an application. - 3 (maximum) for an application. - each speaker is limited to 3 minutes (maximum).
* Comments invited from the applicant/agent for a maximum of 3 minutes (who has also given at least 24 hours notice to the Governance Support Section) of their wish to speak.
* Councillors’ questions and clarifications.
* Officers respond to the technical planning questions raised as directed by the Chair.
* Councillors debate and make a decision.

Minutes: The Committee received a report and application HW/OUTAM/21/00251 for a hybrid planning application to demolish the existing buildings and provide a comprehensive re-development of the site with a mixed-use development comprising up to 578 residential units, up to 3,000sqm (GEA) flexible retail / drinking establishment/leisure/community/commercial space (Use Classes E and sui generis), communal residential amenity space, a new pedestrian boulevard, public realm improvements, car and cycle parking with associated plant and hard/soft landscaping at West Gate on Market Square, Broad Walk, Harlow.
Representations were heard from an objector, Councillor Tony Edwards, Councillor Dan Swords and the agent.
RESOLVED that the application be APPROVED subject to:
A The conditions set out in the report, as amended by the supplementary report.
B The applicant entering into an appropriately worded Section 106 Legal Agreement to secure matters detailed in the report. |
