RESOLVED that the minutes of the meeting held on 24 January 2017 are agreed as a correct record and signed by the Chairman.

The Committee received its Work Plan for the current municipal year.

            RESOLVED that the Work Plan is noted.

Further to the decision to provide disability awareness training (Minute 45, 22/3/16) and the selection of a preferred trainer provider; the Committee received a report on the proposed implementation of training for licensed Hackney Carriage and private hire drivers in late spring/early summer this year.

RESOLVED that the proposed arrangements for new and existing licensed drivers to receive disability awareness training as part of the licensing condition requirements are noted.

Further to Minute 26, (22/11/16) and in the light of the responses received from the stakeholder consultation, the Committee received a report proposing revised licenced vehicle conditions.

However, as further representations had been received since the agenda had been published, it was agreed to defer the report to allow sufficient time for thorough consideration of all the implications of any proposed condition revisions.

RESOLVED that

(a)       the responses to the consultation are noted and evaluated further, to ensure that the proposed changes to the Private Hire and Hackney Carriage Licensed Vehicle Conditions (set out at  Appendix 3 of the report) reflect the views expressed as appropriate;

(b)       authority is delegated to the Environment and Licensing Manager, in consultation with the Chairman of the Committee, to make such changes to the draft Private Hire and Hackney Carriage Licensed Vehicle Conditions as are necessary in the light of the above recommendation;

(c)        the draft Private Hire and Hackney Carriage Licensed Vehicle Conditions, subject to any necessary amendments, be brought back to the next meeting of this Committee for recommendation to Full Council.

Any references arising from meetings held after the publication of this agenda will be circulated separately.
