To agree the minutes of the meeting held on 23 January 2018 and the special meeting on 28 February 2018.

RESOLVED that the minutes of the meeting held on 23 January 2018 and the special meeting held on 15 March 2018 are agreed as a correct record and signed by the Chair.  The special meeting scheduled for 28 February was cancelled due to the weather conditions.

The Committee received the Committee Work Plan for the current municipal year.

            RESOLVED that

(a)  the current Committee Work Plan is noted;

(b)  the following agenda items be added to the unallocated items, for submission to the Committee in the new municipal year:

Food Safety Plan Review.

Health & safety Plan Review.

Private Hire Roof Signs (following consultation).

The Committee received a report proposing that the street trading licence fee should be waived for events of a non-commercial nature which, in the eyes of the Council, had a benefit to the community.

The Committee noted the ‘Governance Implications’ in particular which said that the Council would need to ensure that a procedure was put in place to allow the proposals to be fairly considered on a case by case basis.

RECOMMENDED to COUNCIL that the proposals at paragraphs 7 and 8 of the report be adopted, to waive any Street Trading Licence fee in the case of groups of traders taking part in a licensable event with a primary non-commercial nature that has sufficient benefit to the community to warrant Council support.

Any references arising from meetings held after the publication of this agenda will be circulated separately.
