Information about Cabinet

1.    The Terms of Reference of the Cabinet are to:

 

The Budget and Policy Framework

 

1.1. Propose to Council the documents that comprise the authority’s Budget and Policy Framework and to keep those documents under review.

 

1.2. For the avoidance of doubt, the Policy Framework shall include the Constitution and Cabinet will arrange for the review of the same from time to time with recommendations for change being made to Council for consideration.

 

1.3. Implement the Budget and Policy Framework by discharging all the authority’s functions in accordance with the same, where those functions are not, whether by law or under the constitution:

 

a)    reserved to Council or a Committee of Council; or

 

b)    delegated by Council to an Officer

 

Staffing Matters

 

1.4. Determine all staffing policies except where those policies amount to a condition of employment or a dismissal procedure, when Cabinet will instead propose such policies to Council.

 

Performance

 

1.5. Determine key performance indicators (KPIs) and keep the authority’s performance against the same under review. KPIs include metrics relating to personnel, individual service areas, and the allocation/use of assets, resources and budgets.

 

Alternative Service Delivery Vehicles (ASDV)

 

1.6. In pursuance of 1.3 above, establish companies, limited liability partnerships (LLPs), joint delivery vehicles and any other such ASDV arrangements.

 

1.7. Discharge all the responsibilities of the authority as shareholder (company), partner (LLP) or equivalent in any ASDV arrangements.

 

Ambassadorial

 

1.8. Promote and develop the image and reputation the authority.

 

1.9. To make all appointments to the external organisations upon which the authority is either required to be or is invited and content to be represented.

 

2.    Cabinet can appoint Committees, Sub-Committees or Working Groups under Article 9 of the Constitution to assist it in the delivery of its functions. These may include advisory boards with external membership that are required or considered desirable in connection with the receipt and management of Government or other grand funding opportunities.

 

3.    Cabinet can also delegate any of its functions to an individual Portfolio Holder or Officer in accordance with the constitution.
