The
Leader and Cabinet Members
The Leader is responsible for
deciding how all of Harlow’s “Executive
Functions” will be exercised.
There are a several ways that
Executive Functions can be exercised, but this is typically done by
Cabinet Members (which includes the Leader) taking the most
important decisions within their portfolios, which are the groups
of functions that the Leader has made them responsible
for.
The
Cabinet
The Leader may also decide that
some decisions about Executive Functions should be exercised by the
Cabinet collectively. The Leader may also establish Cabinet
Committees to take decisions about Executive Functions. Any Cabinet
Committees that the Leader has established will be set out here,
along with their terms of reference. The Leader will give notice of
decisions that are to be taken by the Cabinet collectively in the
Leader’s Register, or by a Cabinet Committee, which is
published here.
The Leader’s Register
also gives notice of all Key Decisions that are due to be
taken.

Alternative
Arrangements
The leader may, from time to
time, put in place Alternative Arrangements which change the way
that Executive Functions are typically exercised. Any Alternative
