The Harlow Council Constitution
sets out how we operate, how we make decisions and the procedures
we follow to ensure that these are efficient, transparent and
accountable to local people.
We republish the Constitution
each time we make changes to it.

Harlow Council is in the process of updating its constitution.
It has adopted three new sections with immediate effect. These new
sections are set out below. They are:-
- How Decision
Making Works
- The
Executive
- Officers
The
rest of the constitution will be updated in December.
This
means that between now and December, some sections of the original
constitution set out below will no longer apply because they have
been replaced by the new sections.
Where
we can seamlessly cleanly indicate which sections no longer apply,
we have done so by crossing them out. There will be some sections
where that is not possible so, in the period between September and
December, any discrepancy between the original and new text of the
constitution is to be resolved in favour of the new text. The
Monitoring Officer has authority to decide how any conflicts should
be resolved or interpreted.
