The Sub Committee considered an application for a Premises Licence received from Easy Rusty Bar Ltd in respect of The Queens Head Public House, 26 Churchgate Street, Harlow, Essex, CM17 0JT. The application had been referred to the Sub Committee following representations which were received during the consultation period.

 

The Sub Committee also received conditions proposed by the applicant and a petition of support submitted by the applicant.

 

Having carefully considered the evidence presented by the Council’s Licensing Officer, the applicant, the applicant’s representative, and residents it was:


RESOLVED that the premises licence be granted as applied for, along with the conditions proposed by the applicant and the following additional conditions:

 

A     Non Standard Timings for New Year’s Eve for both Sale or Supply of Alcohol (On or Off Sales) and opening hours

 

B     Seating located to the front of the Premises shall not be utilised or available to patrons after 22:30

 

C     Clear prominent and legible signs shall be erected requesting customers to leave the area quietly and to be considerate to the residents.

 

D     Beer Garden to be closed to patrons from 23:00 hours Monday to Sunday save for a maximum 10 smokers after 23:00 hours

 

E     The licensable area to be reduced as agreed with Essex Police and as set out in Appendix D to the report.
