Exclusion of Press and Public The Chair will move that the following item be taken in private session on the grounds that it is likely to involve the disclosure of exempt information as specified under Paragraph 1 of Part One of Schedule 12A of the Local Government Act 1972, if and so long as in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing information.

RESOLVED that the procedure for the meeting was noted.

Review of Premises Licence - Harlow Express Off Licence Minutes: The Sub Committee considered an application made by Essex Police under Section 51 of the Licensing Act 2003 (“The Act”) for a premises license review in respect of 3 The Rows, Harlow, Essex, CM20 1BX to this authority.
Having carefully considered all of the evidence presented by the Council’s Licensing Officers, the Police and a legal representative on behalf of the licence holder it was:
RESOLVED that the application for the following be granted:
a) That the current DPS “license holder 1” be removed from the licence
b) That the following conditions are added to the premises licence:
i. During the period in which the premises is open for licensable activities, the current DPS “license holder 1” will not be allowed on the premises
ii. All staff shall have received training in relation to conflict management.
iii. Refresher training shall be carried out at least every six months.
iv. Training records shall be kept on the premises (or otherwise be accessible on the premises) for a minimum of 12 months and made immediately available to police, trading standards or licensing authority staff upon reasonable request.
