To agree the minutes of the meetings held on 3 November 2022, 17 November 2022 and 22 November 2022.

RESOLVED that the minutes of the meetings held on 3 November 2022, 17 November 2022 and 22 November 2022 are agreed as correct records and signed by the Chair.

The Chair thanked those members that had already attended his photo competition exhibition earlier on that evening and encouraged those members that hadn’t attend to view the stunning photos of Harlow before leaving. The Chair advised that both himself and the Vice-Chair had attended a number of carol concerts across Essex and Hertfordshire. The Chair also thanked members for attending his Civic Service and the choir from Saint Nicholas School for performing at the service.

Cabinet recommends to Full Council that it notes the annual Treasury Management Report for 2021/22, as set out in Appendix A to the report, and that the Council operated within the Treasury Management Strategy Statement during 2021/22 and that the report is approved.

Full Council received the Annual Treasury Management Report 2021/22 from Cabinet.

Proposed by Councillor Russell Perrin (seconded by Councillor Dan Swords) it was:

RESOLVED that Full Council noted the annual Treasury Management Report for 2021/22, as set out in Appendix A to the report, and noted that the Council operated within the Treasury Management Strategy Statement during 2021/22 and approved the report.

Cabinet recommends to Full Council that it notes the Mid-Year Review of the Treasury Management Strategy as set out in Appendix A to the report.

Full Council received the Treasury Management Strategy Statement 2022/23 Mid-Year Review from Cabinet.

RESOLVED that Full Council noted the Mid-Year Review of the Treasury Management Strategy as set out in Appendix A to the report.

Cabinet recommends to Full Council that:

A     It acknowledges the current position regarding the 2022/23 Local Council Tax

Support Scheme and endorses continuing stability within the scheme for

2023/24.

B     Approves that the current Local Council Tax Support Scheme

remains unchanged for the 2023/24 financial year.

Full Council received the Local Council Tax Support Scheme Proposals from Cabinet.

RESOLVED that Full Council:

A     Acknowledged the current position regarding the 2022/23 Local Council Tax Support Scheme and endorses continuing stability within the scheme for 2023/24.

B     Approved that the current Local Council Tax Support Scheme remained unchanged for the 2023/24 financial year.
